after install oracle under debian
using
/etc/init.d/oracle-xe configure
to config the oracle system on debian as a server on debian.
so when you restart you debian,the oracle system will startup automaticly
if you don't hope this,you could do as following:

vim /etc/default/oracle-xe
change
ORACLE_DBENABLED=true
to
ORACLE_DBENABLED=false
reboot your debian,it's ok.
